About Us

The Silchar Water Supply Scheme, designed to cater to a population of 50,000, is maintained by the Silchar Municipal Board.

The Silchar Water Supply Scheme is situated on the Hailakandi Road opposite the Meherpur Branch of Punjab National Bank, Near ASTC Campus, Silchar. It was administratively approved vide Approval No. UDD(M)19/95/39 dated October 25, 2000 under the NLCPR (Non-lapsable Central Pool of Resources) Fund with a project cost of 12.03 crores.

The scheme was commissioned in the year 2006 under the Assam Urban Water Supply and Sewerage Board (AUWSSB). Water from the scheme is supplied to consumers through direct pumping by a 100HP pump on one side and through an Overhead Reservoir on another side. Raw water is pumped from the river Barak and it is treated by the conventional method of aeration, flocculation / sedimentation, filtration and disinfection before releasing to consumers.

The Silchar Water Supply Scheme was handed over to the Silchar Municipal Board in March 2022 as per an order from the Government of Assam. Since then the project is being maintained by the Silchar Municipal Board.

Terms & Charges

Please read the following terms and schedule of charges carefully before applying for a new water supply connection.

    1. An amount of ₹ 250.00 is to be deposited as the processing fee at the time of submission of the filled up form, either online or offline. This fee is non-refundable.
    1. Consumers will have to deposit security money along with the cost of connection at the time when the Board will be in readiness to give the connection. The Board will submit an estimate to the intending consumers for the cost of connection.
    2. The security deposit will be retained by the Board till the consumer enjoys the water supply & will be refundable only when the consumer intends to surrender the connection, on production of the receipt in original, after making all adjustments with any pending dues.
    3. The Board reserves the right to impose charges of penal rates for any false declaration on detection of excess drawal of water, or any breach of condition by the consumer.
    4. For Temporary Connections (any period less than two years) the security deposit rates are as follows:

    1. The intending consumer will be provided with an estimate for service connection from the main to the premises which will be based on the site condition in & around the premises.
    2. GI pipes (M) of appropriate size, necessary fittings as will be recommended by the Board will have to be provided by the consumer; the cost of such GI pipes and fittings will not be incorporated in the estimate to be submitted to the consumer by the Board.
    1. The Board will charge the consumers for the water supply services based on the consumption of water as measured by the water meter installed at the consumer's premises. In case of breakdown, non-functioning or non-availability of the meter, the consumer will be charged at a minimum rate as shown in the tables below for different categories of supply till the meter is installed / replaced.
    2. Rates are applicable per 30 days, and consumers are billed for each calendar month on a pro-rata basis.
    3. If the connection is not metered, the higher amount out of the following will be charged:
      1. Minimum charge as above
      2. Average bill value for last three months
    4. The bill is to be paid within the Pay-by date mentioned in the bill.
    5. Upon generation of the bill for the next month, any amount currently outstanding is carried over to that bill as arrear.
    6. Surcharge on arrear amount is charged @2% of arrear amount after pay-by date.
    7. Failure to pay the bill for two consecutive months will result in temporary disconnection. Reconnection will be made on full payment of arrears with interest / surcharge and additional reconnection charge as fixed by the Board.
    1. In case of non-payment of bill for 2 (two) consecutive months, water supply to the consumer's premises will be disconnected. Reconnection will be made on full payment of arrears with surcharge and additional re-connection charges which are as follows:

    2. If re-connection is applied within 6 (six) months of disconnection, the consumer will have to bear the average charge of water supply including surcharge for the disconnection period according to the water charge of 3 (three) months before disconnection in addition to the re-connection charge as shown above.
    3. If re-connection is not applied within 6 (six) months of disconnection, the default connection will be dealt as abandoned by forfeiting the security deposit. Reconnection, if desired by the consumer, will have to be initiated by applying for a connection afresh after clearing the arrear dues in addition to the re-connection charge as shown above.
    1. Water supply connection to a consumer will be provided within 15 days of applying, subject to successful verification of details submitted by the applicant, payment of requisite fees and approval of the concerned authority under the BOARD.
    2. One can also opt to apply for a new connection or request changes for an existing connection by visiing the concerned office of the BOARD.
    3. The BOARD reserves the right to withdraw, cancel or extend any water supply connection or and to change on water tariff upon such terms and conditions as it may deem fit from time to time.
    4. In the event of disconnection of water supply due to use of unauthorized pumping set direct on line or tempering with the water meter, a minimum amount of Rs.5000/-(Rupees five thousand) only will be charged as penalty which may extend to Rs.10,000.00 in addition to clause 6 above, as applicable.
    5. In the event of temporary suspension of supply of potable water due to reasons which goes beyond the control of the BOARD like load shedding of electricity, low voltage power supply, machinery breakdown etc. the BOARD will not be held responsible. However, effort will be made by the BOARD to set right the inconvenience at the earliest possible time.
    6. All the clauses in Chapter IX (Water Supply) of the Assam Urban Water Supply and Sewerage Board Act 1985 relating to consumer’s connection will hold good.
